Homes for Sale in Scotland

Scotland is the smallest town in Windham County — about 1,576 people spread over 18.7 square miles — and a guy who signed the Declaration of Independence was born here. Single-family homes sold at a median of $375,000 in 2025, up 15% in a year, and there's no fire district and no special taxing district of any kind.

I sell all over this county, and Scotland is the one town where I have to explain the numbers before I show them to you. So let's start there.

What Homes Actually Sell For in Scotland

Look at days on market: 81 days in 2024, 28 in 2025. This market unstuck itself. Prices came up 15%, the average came up more than that, and homes went from sitting most of a season to selling inside a month.

Now the caveat I owe you: fifteen sales. That's it. Scotland is the thinnest market in the county & any one number out of it is a direction, not a measurement. But going from 81 days to 28 is a big swing, and it's pointing the same way the price and volume numbers are, so I do think it's telling you something real.

Property Taxes

Scotland's mill rate is 31.43 on the October 1, 2024 Grand List, for fiscal year 2026. Like Chaplin, that looks high next to the county's headline rates — but Scotland has no fire district, no lake district, and no special taxing district. The state registry comes back empty. That one number is your whole bill.

Compare that to what buyers in other towns are really paying: 25.45 in the Borough of Danielson, 26.43 in Putnam's Special Services District, 27.63 at Lake Bunggee in Woodstock, 37.02 inside Willimantic. In Scotland, what you see is what you pay.

The rate was 40.00 two years ago. That drop of more than eight mills was the 2023 revaluation resetting assessments upward. Nobody's taxes got cut. The next revaluation is 2028.

One quirk that trips people up: Scotland doesn't collect its own taxes. Collection runs through the Town of Canterbury at 1 Municipal Drive. If you need to confirm taxes are current on a property, that's who you call.

Samuel Huntington's House

At 36 Huntington Road, right on Route 14, there's a house built between 1700 and 1722. It's the birthplace of Samuel Huntington, and it's a National Historic Landmark — the landmark designation and the National Register listing both date to November 11, 1971.

Huntington signed the Declaration of Independence, served as President of the Continental Congress from 1779 to 1781, then was Governor of Connecticut from 1786 to 1796.

The Huntington Homestead runs as a house museum. Tours are May through October, first and third Saturday of each month.

A town of 1,576 people with a National Historic Landmark sitting on its main road is unusual. Most people who drive Route 14 every day don't know it's there.

Scotland's also got the D'Elia Antique Tool Museum, going since 2005, with more than 1,200 antique woodworking planes in it. That's a serious collection for a town this size.

Scotland Schools

Scotland Elementary School on Brook Road takes PK–6 with about 95 students.

For 7–12, Scotland is part of Regional School District 11 with Chaplin and Hampton. Kids go to Parish Hill Middle/High School in Chaplin, which runs about 184 students across all six grades for all three towns put together.

Those are small numbers and I'm not going to dress them up. An elementary class here is probably under fifteen kids, and the whole regional middle and high school is smaller than a single grade at a lot of Connecticut high schools. Some families want exactly that. Some really don't. Go walk the buildings before you decide. Enrollment figures are from the National Center for Education Statistics.

A Few Practical Things That Come Up

Scotland has no local historic district commission. I went through the town's full list of boards, commissions and committees and there isn't one. So Scotland's three National Register properties — the Huntington Homestead, the Edward Waldo House, and the Palmer Road listing — carry no local design restriction at all. Own a period house here and want new windows, siding or a roof? That's your call, subject to ordinary zoning and building permits and nothing else.

Scotland is in the Eastern Highlands Health District, not the Northeast District. Well and septic permits, site investigations, plan review, inspections — all of it goes through Eastern Highlands, which also covers Mansfield, Coventry, Tolland, Willington, Ashford, and Chaplin. Not NDDH in Brooklyn, which handles most of this county. They've got an online permit portal.

PA 490 land classification covers a lot of acreage in Scotland. It ends when the property sells unless the buyer reapplies, and changing the use within ten years triggers a conveyance penalty that starts at 10% of fair market value. Ask the assessor before you write the offer, not after.

One correction while I'm here: you'll see Scotland listed as an Air Line Trail town. It isn't. The trail's route through this county runs Windham, Chaplin, Hampton, Pomfret, Putnam. Scotland is next door to it, not on it.

Two years ago the median home here took 81 days. Last year it took 28. That's the most useful thing I can tell you about where you're standing.

But this market is genuinely thin — fifteen sales in a year — so pricing off the town median is close to useless. It has to come off your actual comparables, adjusted for acreage and condition, and it has to be right the day you launch. There's no crowd of buyers here to fix a mistake for you.

I'd also put the tax picture right in the marketing: 31.43 mills, no districts. Buyers coming out of Killingly, Putnam or Willimantic are used to a base rate plus a district bill on top, and they'll assume the same thing here unless you tell them different.
