On a house at Norwich's median price that's about $1,055 a year, and you won't find it on a single listing portal. Norwich is also the busiest market in New London County: 331 single-family sales in 2025 at a median of $305,000, the lowest entry price in the region.

I sell across this county, and this is the first thing I check on any Norwich house. So let me tell you what I'd want to know if I were buying here.

The median jumped 10.3% while volume, speed and percent of list all softened. So prices here are catching up to the rest of the county rather than running ahead of it. And at $305,000 in a region where Stonington runs $612,500 and Old Lyme $633,500, Norwich is where the value is.

The Two Tax Districts Nobody Explains to You

Norwich taxes on two consolidated districts, and the gap between them is big.

A 4.94-mill spread — the largest intra-town tax differential in New London County. On Norwich's median $305,000 home, assessed at 70%, that's roughly $8,408 a year in the CCD against $7,353 in the TCD. About $1,055 a year on the exact same house.

What the extra 5.23 mills actually buys

A career fire department. That's the answer, and it checks out two ways. The state's own mill rate records historically labeled these districts "Norwich, City of (Paid Fire)" and "Norwich City (Vol Fire)(Town)," and the city describes the Norwich Fire Department as the career department serving the City while listing five separate volunteer departments — East Great Plain, Laurel Hill, Occum, Taftville and Yantic — out in the outlying areas.

So the CCD is the dense urban core with professional firefighters & the TCD is everything else, on volunteer service. You're paying for a response model.

One correction while I'm here. Taftville, Occum and Yantic have their own fire departments, but they're not separate taxing districts. They don't levy their own mill rates and they show up nowhere in the state's mill rate data for Norwich. If somebody tells you "Taftville has its own fire tax," they're wrong.

How to find out which district a house is in

I have to be straight with you about a gap here. Norwich doesn't publish a district boundary map or an address lookup tool. The Assessor's page doesn't mention the districts at all.

Call the Norwich Assessor at (860) 823-3723 and ask which consolidated district the address falls in, before you write an offer. With $1,055 a year riding on the answer, make the call. It's also exactly the kind of thing I handle for a client so it never gets left to chance.

Norwich Public Utilities — City-Owned Electric, Gas, Water and Sewer

This one's genuinely rare, and it's a real part of what you get here.

Norwich Public Utilities has been city-owned since 1904 and provides all four of natural gas, electricity, water and wastewater collection, run by a five-member Board of Commissioners and Sewer Authority. Connecticut has only about seven municipal electric utilities, and one municipal utility doing all four services is unusual anywhere.

What I'm not going to do is quote you a percentage. You'll see claims online that municipal electric rates run way below Eversource. I couldn't verify a figure for Norwich specifically, and the one authoritative industry source I reached puts the national public-power advantage far lower than those claims suggest. Call NPU at 860-887-2555 and ask for the current residential rate, then hold it up against your Eversource bill. That gives you a real number for your own situation instead of a marketing statistic.

What's solid: one municipal entity is accountable for your electric, gas, water and sewer, and it answers to a city board right here in town instead of shareholders in another state.

Norwich Free Academy — the Thing Buyers Ask Me About Most

Norwich's own school district runs PK through 8 only — roughly 3,200 students across seven elementary schools, a pre-K center and two middle schools. The district operates no high school.

Norwich Free Academy is a privately governed, endowed independent school incorporated in 1855 — one of Connecticut's three endowed academies. Its own board of trustees governs it, and there's no elected school board involved. The 38-acre campus includes seven buildings on the National Register, among them the Slater Memorial Museum.

Nine partner communities send students: Norwich, Bozrah, Brooklyn, Canterbury, Franklin, Lisbon, Preston, Sprague and Voluntown.

NFA's own description is the most useful sentence I can hand a family looking at this: "a school of choice, NFA accepts students who choose to attend, and by agreement, their sending communities fund tuition."

So it's opt-in by the family and funded by the town under agreement. Your kid doesn't get automatically assigned the way they would at a conventional district high school.

Here's what I couldn't verify, and what you should confirm yourself: whether a family moving to a partner town is guaranteed a seat. NFA doesn't publish enrollment caps or guarantee language. If that matters to your decision, call NFA Admissions at (860) 425-5603 and get the answer in writing before you buy.

And notice the partner list crosses county lines. Brooklyn and Canterbury are Windham County towns, so if you're comparing across that border, I work both sides of it.

A City That Consolidated in 1952

Norwich's government structure trips people up, so here it is plainly.

The town and city consolidated in 1952. One municipality now, run by a mayor (maximum two four-year terms) and six council members on two-year terms. The council appoints the town and city clerk and a city manager who serves as chief executive officer.

Those two consolidated districts I just walked you through are a leftover from that history. They're tax districts and nothing more.

Norwich is a genuine city with a city's housing stock. At 53.8% owner-occupied it sits between New London's 36.1% and the suburban towns at 70-80%. Put that together with the lowest median price in the county and the highest sales volume, and Norwich is the most accessible way into this region. It's where a buyer priced out of Waterford, Groton or Stonington actually finds something.

Expect older housing. More than a quarter of New London County's homes predate 1950 and Norwich carries a big share of them. That means real inspection findings — older systems, lead paint disclosure, knob-and-tube risk — along with construction quality and detail you can't buy new. Read the inspection carefully & budget for it.

Property Taxes and Revaluation

Norwich's last revaluation was the October 1, 2023 Grand List; the next is 2028.

That's a comfortable spot to be buying in. Groton, Waterford, Montville, Griswold, East Lyme, Salem and Colchester all revalue on the October 1, 2026 Grand List this fall, so their assessments are about to reset. Norwich's aren't, and won't for another two years.

One motor vehicle note: Norwich's motor vehicle rate has run below its real and personal property rate by the city's own choice rather than because of the statewide cap. Confirm the current figures with the Tax Collector.

A Couple of Practical Things

Norwich is well outside the 20-mile crumbling-concrete foundation radius centered on Stafford Springs — roughly 53 miles from it. That issue drives diligence in Tolland and Windham County. It isn't a concern here.

Septic and well permits go through the Uncas Health District, which covers eleven towns including Bozrah, Franklin, Griswold, Lebanon, Lisbon, Montville, Preston, Salem, Sprague and Voluntown. Much of Norwich itself is on NPU water and sewer.

Thinking of Selling in Norwich?

331 sales makes this the deepest buyer pool in the county. And the regional housing shortfall — New London's mayor has put it at 10,000 units against an area adding only hundreds a year — is pushing priced-out buyers straight toward your price point.

Three things I'd get ready. Know which consolidated district you're in and say so upfront. A buyer who finds out about a 5.23-mill difference after the inspection feels misled. If you're in the TCD, that's a selling point. Say it.

If the house predates 1950, get ahead of the inspection. Documentation of what's been updated holds deals together that would otherwise wobble.

And be ready to explain the NFA arrangement. Buyers coming from towns with conventional district high schools find it confusing, and a clear, accurate explanation kills a real objection.
